최상의 지도자는 국민들이 그가 있다는 것을 알기만 하는 사람이고,-태상하지유지 太上下之有之
그 다음은 국민들이 가까이 하며 칭송하는 사람이고,- 기차친이예지 其次親而譽之
그 다음은 국민이 두려워하는 사람이며,-기차외지 其次畏之
그 다은은 국민이 업수이 여기며 깔보는 사람이니라.- 기차모지 其次侮之. 
염려스럽도다, 그 말의 번지름함이여,- 신부족언 유불신언 信不足焉 有不信焉
공이 이루어지고, 일이 끝난 후에, 일이 이루어지고- 공성사수 功成事遂 유혜기귀언 유兮其貴言
국민들이 모두 내가 저절로 그리되었다고 말하게 할지니라.- 백성개위 아자연 百姓皆謂 我自然

The Art of Leadership
The supreme rulers are hardly known to their subjects.

Care for them without subduing them, Raise them without steering them.- 장이부재

The greatest type of ruler is one of whose existence the people are hardly aware,- 태상하지유지
Next best is a leader who is loved and praised,-기차친이예지
Next comes the one who is feared,- 기차외지
The worst is the one who is despised.- 기차모지

The sage is self-effacing and scanty of words.- 성인은 자신을 지우고 말이 적다. 유혜기귀언
When the work is accomplished,- 공성사수
Let the people say: "Amazing: we did it all by ourselves."- 백성개위 아자연
